Ignimission Platform, an ally of the Île-de-France Region in industrializing its data management processes

Blog Data collection

The Île-de-France Region is a local authority responsible for regional planning, the management of public high schools, economic development, and many other areas in which it supports projects of general interest. In recent years, under the impetus of its President, it has embarked on a genuine digital transformation. As part of this process, the Region chose Ignimission Platform, a portal that enables the creation of applications connected to the information system to collect and exchange data, in order to optimize its processes. Here’s a look back at a success story that perfectly illustrates the added value of Ignimission for public organizations, with a testimonial from Antoine Carette, Chief Data Officer (CDO) at the Île-de-France Regional Council.

An initial observation: artisanal processes and risks to be controlled

Before adopting Ignimission, the Île-de-France region’s many processes were managed mainly via Excel files stored on SharePoint. This method, while flexible, had a number of drawbacks, as Antoine Carette explains: “What I find problematic is when we use Excel to pilot and manage core processes in public service production, which must be collaborative and rigorous, with standardized data.

The risks were manifold: service disruption in the event of the departure of an employee with sole knowledge of a process, unreliability of data due to handling errors, reporting difficulties linked to an artisanal and anarchic production of data, lack of process documentation… Faced with these findings, the Region decided to rethink its processes in depth to make them more robust, collaborative and industrialized. It was against this backdrop that Ignimission Platform emerged as a powerful and appropriate solution.

The challenges facing the Île-de-France Region’s data department

The Île-de-France Region’s data department, headed by Antoine Carette, has two main missions: implementing data governance (compliance, RGPD, European AI regulations) and producing data solutions that meet the needs of internal and external users. “Today, the main challenge we manage within the data department is to make a public service more relevant for users, more efficient and less costly to produce. It’s all about doing more, doing it better and doing it more cheaply. These objectives can only be achieved through real transformation,” emphasizes Antoine Carette.

To achieve these objectives, two major projects have been launched: the simplification of processes to focus energy on the essentials, and automation and industrialization to move from manual management to optimized processes. It was in this context that Ignimission emerged as a key tool, capable of transforming office processes into robust, collaborative solutions. “Ignimission is a true process transformer, enabling us to move from traditional practices to industrialized, optimized processes,” explains Antoine Carette.

Ignimission, the ideal partner for transforming regional processes

Ignimission Platform was able to meet the expectations of the Île-de-France region thanks to several key assets. First and foremost, its flexibility and rapid deployment meant that solutions tailored to business needs could be prototyped in just a few days. “Ignimission’s added value lies in its flexibility and ability to deploy solutions for specific use cases extremely quickly,” emphasizes Antoine Carette.

Interoperability with existing solutions was also a strong point, enabling us to avoid re-entries and control data consistency. And let’s not forget the customized interfaces for each type of user, facilitating adoption and user experience, as well as the unlimited user license offering cost control.

Thanks to Ignimission, the Region was able to rapidly deploy a number of applications meeting a variety of needs:

  • ”Mesures de rentrée” application, enabling tripartite dialogue between high schools, the French Ministry of Education and the Region’s high school department, to identify the adaptation needs of schools (500 to 600 users).
  • Monitoring of European funds, with several tens of thousands of subsidized projects requiring the reporting of implementation indicators.
  • Steering tools combining operational implementation and financial monitoring
  • Supervision of regional security brigades in high schools, with a tool for data centralization and analysis
  • Management of a catalog of the Region’s subsidy schemes, to harmonize the services offered by the various divisions (culture, transport, economic development, etc.).

It really is the Excel killer,” sums up Antoine Carette.

Concrete benefits for the Region and its users

The switch to Ignimission Platform has enabled the Île-de-France region to see major gains. “We don’t necessarily measure the gain in terms of investment in the use case and productivity gains. Above all, we are making our processes more robust,” asserts Antoine Carette. File processing times have been reduced, thus improving user satisfaction, while risks linked to processes and service discontinuity have been reduced.

Collaboration within teams and with external partners has also improved. “Overall, people in the business departments are satisfied. They are quickly convinced by the prototypes, and the overall satisfaction rate is good,” enthuses Antoine Carette.

An inspiring approach for all organizations

By choosing Ignimission Platform to optimize its data management processes, the Île-de-France region has succeeded in its bid for digital transformation. More than just a tool, Ignimission has enabled us to fundamentally rethink our working methods for greater efficiency and reliability. “Identify a process where you need collaboration, often in partnership with external services, and you’ll see an immediate gain. Give yourself a moderate budget for a demonstrator and test it quickly”, advises Antoine Carette to organizations wishing to get started. An inspiring approach for all organizations wishing to modernize their process management.
