Action Logement Services has deployed an innovative solution to optimize its Business Impact Analysis (BIA) campaigns. The financial arm of the Action Logement Group, which supports affordable and workforce housing initiatives across France, sought to modernize a process that had become cumbersome over time. With Ignimission Platform, this regulatory requirement was transformed into an opportunity for operational improvement.
« Within the Information Security, Business Continuity, and Crisis Management Department at Action Logement Services, I am responsible for conducting BIAs to identify potential unavailability risks faced by our business units and to develop continuity plans accordingly. These recurring data collection exercises cover all of the company’s processes and used to require several months of work, including four-hour meetings with every process owner. Faced with this challenge, we wanted a solution that would simplify these exchanges and speed up the entire business continuity process, » explains Taha Tiraoui.
In the social housing sector, the large number of stakeholders makes business continuity management particularly complex. Digitizing this process primarily aims to optimize the resources required to meet regulatory obligations.
If you manage BIA campaigns and want to streamline your process, discover how Ignimission Platform can help you save time and improve the quality of your analysis.
A Business Impact Analysis is a cornerstone of any continuity strategy. It identifies critical activities and the risks that could disrupt them, determines the resources required to maintain them, and defines recovery strategies in the event of an incident.
« The BIA is essential for developing continuity plans. It’s simply impossible to draft them without first conducting an in-depth impact analysis. This approach helps us identify critical business processes and determine what is needed to restore them should a disruption occur, » explains Jean-Paul Joanany, Chief Information Security Officer at Action Logement.
The quality of a BIA directly influences the effectiveness of continuity plans. Organizations like Action Logement must meet specific resilience requirements, making methodological rigor a necessity.
Before adopting Ignimission, the BIA process faced several challenges:
These constraints hindered Action Logement’s preparedness for potential incidents and diverted valuable resources from strategic initiatives.
The collaboration between Action Logement and Ignimission was built on a deep understanding of operational needs. Action Logement’s cybersecurity partner, Opera Cyber, recommended Ignimission to help strengthen the organization’s resilience against digital threats.
The TITANE solution was designed to automate the collection and analysis of continuity data, adapting to Action Logement’s specific context rather than imposing a one-size-fits-all framework.
« One of Ignimission’s main strengths is its ability to adapt to our existing organizational processes instead of forcing us to adapt to the tool. We simply transferred our methodology into a structured digital environment. Beyond data collection, we needed real-time reporting to track progress across departments. Today, the application is live, and users are highly satisfied with the results, » adds Taha Tiraoui.
TITANE includes several key features tailored to Action Logement’s needs:
Unlike many market tools that require organizations to adapt their processes, Ignimission’s flexibility allowed Action Logement to retain its methods while benefiting from a modern and secure platform.
A major advantage of the solution is its unlimited user licensing model, which allows Action Logement to involve all necessary stakeholders without budget constraints related to the number of users. This broad adoption supports a truly cross-functional approach to business continuity.
The project began in mid-October, and live testing started by the end of the year. This rapid rollout was made possible by an agile methodology and a strong focus on user experience.
Development progressed through short sprints with regular demonstrations involving all stakeholders, ensuring smooth adoption by business teams.
The interface was designed for immediate usability—even for employees with limited digital skills. Data entry screens follow a clear, guided logic, adapting dynamically based on previous responses.
« I had a very precise vision of what we wanted to achieve, and I was fortunate to work with a team that brought that vision to life. The Ignimission team demonstrated great professionalism and remarkable patience in meeting our expectations, » says Taha Tiraoui.
Change management was carefully planned. « We implemented a very effective change management strategy. Ignimission developed a short tutorial video accessible upon login to guide users, and the navigation is intuitive enough that the accompanying user guide was more than sufficient, » adds Jean-Paul Joanany.
Customizable dashboards allow users to quickly access relevant information, while automated notifications and visual indicators make it easy to track tasks and monitor overall progress.
The strong support from executive leadership also reinforced user engagement. The quick adoption of TITANE demonstrated the success of this user-centered approach.
The TITANE platform has delivered both operational and strategic benefits, strengthening Action Logement’s overall business continuity maturity.
« Previously, our analysis phase spanned three to six months. Now, our campaign runs from early May to early July, giving us ample time for accurate data analysis. Feedback from all departments has been extremely positive, » notes Taha Tiraoui.
The platform now supports 12 regional offices, around 80 business processes, and 120 users across different levels of responsibility.
Security was also a key factor: Ignimission Platform can be deployed in a SecNumCloud-compliant environment, meeting the highest French national cybersecurity standards (ANSSI) for sensitive data protection.
« When comparing our setup with peers in the Business Continuity Club, we realized that we are the only organization with such a robust and comprehensive system. This technological edge gives us a significant advantage, » says Jean-Paul Joanany.
Action Logement is already planning to expand TITANE’s capabilities.
« In the next phase, we plan to interconnect the platform with our risk management tool and automate document generation based on collected data, » explains Taha Tiraoui.
Ignimission’s open and secure architecture allows for seamless integration with existing systems (risk management, reporting, or other business applications) without heavy development work. This technical agility enables Action Logement to evolve its solution in line with changing business needs.
The name TITANE aptly reflects the robustness of the application, a true safeguard against crises and disruptions.
« This project represents a major step forward for our department. In the past, our analyses were entirely Excel-based. Going forward, we’ll have precise indicators on financial and communication risks, a consolidated database of all applications and service providers, detailed metrics on downtime, data loss, and process resilience. This solution will help us document and strengthen our organizational resilience over time, » concludes Jean-Paul Joanany.
More than a compliance initiative, this modernization strengthens Action Logement’s long-term mission: ensuring the sustainability of its operations and supporting access to housing as a foundation for employment.
